WORKING STRATEGIES

All action of BSMN will reflect it’s core values particularly regards to ensuring the inclusion of all interventions beneficiaries at all stages of the action. To this end, BSMN will mobilize community leaders to identify the poorest and marginalized people/family, recognized the barriers to full participation and development process. Consequently, BSMN’s strategy will be pro-poor, sensitive to the needs of women, Dalit community and inclusion of excluded marginalized ethnic groups. Inclusive Participation of rights holders is basic foundation of BSMN, Involvement of community people forming Community Based organization (CBO/ groups) at local level and to mobilize them for all programs at all level and process. BSMN is committed to promoting participatory processes through organizing and uniting community leaders and people by adopting Right Based Approach (RBA).  

Usually the term “Advocacy” in the context of the excluded and marginalized people in Nepal is to influence policy and decision makers at National level as well as to actors/implementers at regional to local levels. BSMN seeks to bring attention to exclusion and discrimination crises and to create pressure to Government and International organizations to take action to initiate action and protect excluded, marginalized and victims of conflict and caste based discrimination. As per need BSMN will adopt types of advocacy methods such as “Proactive advocacy, Reactive advocacy, Interactive advocacy and Media Advocacy for power/empower, participation/representation and mainstreaming to the excluded, marginalized and back warded people of Nepal.

Social mobilization in BSMN is a process that engages and motivates a wide range of community people at local levels to raise awareness of and demand for a particular development objective through mass mobilization. Members of civic groups and others work in a coordinated way to reach specific needs of people for social change with planned messages. In other words, social mobilization seeks to facilitate change through a range of players engaged in interrelated and complementary efforts. 

BSMN has been working for many years to mobilize the community through groups such as the Community Development Committee (CDC), Women Rights Struggle Committee (WRSC), Youth Development Forum (YDF) and Child Rights Groups (CRG). Local campaigning and awareness rising of the problems faced by the women and children direct action against social exclusion, poverty, injustice inequality, discrimination, violence has made an impact on the communities in working areas. Therefore, BSMN mobilizes district and community level structure.

At the present situation the women and Children are facing so many problems which are emerge due to, social and cultural disparity, unequal treatment by resource holders, gender inequality, caste based discrimination, and poverty. Being a social organization BSMN plays role of intermediately and provide support in emergence, which helps to create positive environments between rights holder and duty bearer. Thus the during the working period and after project Phase over; BSMN establish strong and meaningful coordination and cooperation amongst state Government, Social and Private sectors at local to Regional, National and International level. 

RESOURCE MANAGEMENT

There is a five pronged strategy for resource mobilization;

  1. Contribution from the formal members of BSMN who contribute both money and time.
  2. Contributions from the communities, which contribute money, time and other resources.
  3. Contributions from the Government, who sub contract development projects to the Community based organizations where they see comparative advantaged in the implementation of the development projects at local level. 
  4. Contribution from the INGOs, Donor, Bilateral and Multi-lateral agencies to supplement the cost of advocacy work and development activities.
  5. Contributions from the individuals and corporate sectors who contribute money and kinds. The INGOs and Donor agencies are encouraged to provide additional support to strengthen and management capability of BSMN and its community based networks.
 

THE RIGHTS HOLDERS

BSMN is one of the pioneer organizations working for and with the special and diversifies target groups which are considered as rights holders. According to nature and needs the rights holders are categorized into three sub groups and which are mentioned below:

  1. The Badi community: The Badi community is prime rights holder of BSMN, because they are socially isolated, politically ignored and economically poor. The Badi community is grossly misplaced, mistreated and misinterpreted as well as poorest of the poor and untouchable amongst untouchables in Nepal. 
  2. The Dalit: The Dalit people as a group belong to the most deprived people in Nepal. They have for generations been treated as untouchable and thereby excluded from many opportunities that are normally enjoyed by so-called higher caste groups. They have been forced to live in ghettoized hamlets, survive with marginalize piece of land, serve the so called high caste people with their traditionally inherited menial skills. Dalit have been denied to access power, money, and education. This situation is reflecting in the Dalit’s poor standing in term of economy, education and participation.
  3. Other Disadvantaged/ Marginalized Group/People: Beside the Badi and Dalit there are many groups/communities that have been excluded from national mainstreaming since long time.
